Windows 10, version 1903 needs 32gb minimum storage space to install.
Microsoft today updated its support document that confirms users need to give 32 gb of their hard drive/SSD free space, if they need to install the Windows 10 build 1903. Though, Microsoft justified the change, by various reasons (like after downloading update, systems are prevented from installing updates because of the low disk space, smooth experience gets affected,etc..) it was still hard for users to give the 32gb free space dedicated to the new Operating System rather than the older one which asks 12gb lesser than the current one.

Both the bit versions of Windows 10 (x64 bit and x86 bit) needs the 32GB Space..

We're not sure, why Microsoft decided this, as this move would cause more number of users refusing to upgrade to latest version of Windows 10,version 1903 and may force users to reinstall the linux variants like ubuntu which runs all its processes in less than 10 GB.
